Former U.S. diplomat Manuel Rocha pleaded guilty in 2024 to secretly acting as an agent of the Cuban government for decades.

Along with the case of Ana Belén Montes, the report cites Rocha’s conviction as evidence that Cuban intelligence has successfully recruited individuals with access to sensitive U.S. government information.

The report goes further, however, by placing overt political advocacy, ideological sympathy, and covert government direction along the same spectrum. Cuban officials rejected the document, arguing that it serves as a justification for maintaining U.S. economic pressure on the island, the outlet reported.

Cuban President Miguel Díaz-Canel described the administration’s campaign as a new form of McCarthyism.

The Cuba report follows President Donald Trump’s July 16 address on election integrity, during which he alleged that China had obtained information from 220 million American voter records.
