Some of the report’s claims are based on documented espionage cases.

It highlights the case of Ana Belén Montes, a Defense Intelligence Agency analyst who pleaded guilty in 2002 to conspiracy to commit espionage after working on behalf of Cuban intelligence.

The report goes further, however, by placing overt political advocacy, ideological sympathy, and covert government direction along the same spectrum. Cuban officials rejected the document, arguing that it serves as a justification for maintaining U.S. economic pressure on the island, the outlet reported.
